What documents do i need for your Responsible Person service?
The documents required in order for me to act as Responsible Person generally include the following:
- Full formulation and method
- CPSR
- MSDS and Certificate of Analysis for each ingredient
- IFRA certificate for any fragrances used
- Statement of compliance with GMP (according to ISO22716)
- Statement confirming that the products and their ingredients were not tested on animals
- Stability testing data
- PET results where applicable
- Evidence to support any cosmetic claims made
- Images of product packaging and labels

if my products are already available for sale in the eu, what else do i need to do to sell in the uk?
If your products are already available for sale in the EU, then you will already have a PIF for each product that contains the documents required in the UK, since the legislation here is entirely based on the EU. The only thing you need to check is that your CPSRs are valid in both territories (they will usually state they conform to Regulation (EC) NO 1223/2009 of the European Parliament and of the Council of 30 November 2009 on Cosmetic Products and Schedule 34 of the Product Safety and Metrology etc. (Amendment etc.) (EU Exit) Regulations 2019). If this is the case then all you need is to find a UK-based Responsible Person to act on your behalf in the UK. The labelling requirements are also largely identical between the UK and EU, although of course labels must be written in English in the UK. As part of my Responsible Person service I offer label checks to ensure that labelling is compliant with UK regulations.
if my products are already available for sale in the USA, what else do i need to do to sell in the uk?

how much does it cost to launch a cosmetics brand in the UK?
The reality is that it can be quite expensive to put cosmetics onto the market, but it is important to make the investment in getting it right at the beginning, otherwise you could face damaging legal costs further down the line. The biggest costs are likely to be lab tests and CPSRs. These will vary greatly in cost depending on the kind of products you have.
Some points to bear in mind here:
- An oil-based product will be considerably cheaper to launch than one containing water, due to the increased testing required for preservative systems. Generally, any product containing water will need a PET conducted, which costs around £160 + VAT and takes 28 days.
- The more ingredients in the formulation, the more a CPSR is likely to cost. CPSRs start from around £95 but may be upwards of £250 for complex formulations.
- Any product claiming an SPF will need additional testing to verify these claims. This will cost around £700 + VAT.
- Some manufacturers offer in-house stability testing to UK/EU standards (I do for all my manufacturing services) but if this is not something your manufacturer offers then you will need to have this testing conducted by a laboratory. Generally, it costs around £250 + VAT per product and takes up to 12 weeks. If you are manufacturing products yourself then you can conduct your own stability testing providing you have the necessary expertise.

can i manufacture products at home in the uk?
Yes, you can. Some countries have restrictions in place that mean cosmetics can only be manufactured in professional laboratories, but the UK does not, meaning you can even get started in your home kitchen. However, if you are selling your products it is extremely important that you are fully compliant with Good Manufacturing Practice (GMP) and that you manufacture your products in compliance with all the regulations. Whilst you do not require any formal qualifications to sell skincare products in the UK, I highly recommend seeking formal training in cosmetic formulation or hiring the services of an experienced formulator, in order to avoid costly mistakes in product design.
