What is a Responsible Person?
In order to sell cosmetics legally in the UK, you must have a UK-based Responsible Person in place, who holds the Product Information File (PIF) for your product. The name and address of the Responsible Person must be printed on the labels of all your products and on your CPSR. They are also responsible for uploading details of your products to the Cosmetic Products Notification Portal.

Why outsource RP services?
- You can keep your address private. The address of the RP must be printed on your labels. Remember that even if you use a holding address for your business, unless you can store your PIF there, you will still need to put your address on your product labels. Outsourcing your RP requirements means that your address does not need to be made public.
- Peace of mind if you move or change your business premises. Under the current regulations, the PIF must be stored at the address given for the Responsible Person (on your CPSR, labels and portal registration) for 10 years after the last batch of product is placed on sale. This means that you will need to maintain the address for that period of time. If you are renting an office for your business, can you afford to keep renting it for an additional 10 years if your business fails? The alternative is to pay considerable sums to have all of your CPSRs, product packaging and portal registrations updated every time your address changes. By outsourcing your RP, you have a contract in place to ensure you do not incur these extra costs.
- It allows you to sell in the UK if you or your business are based elsewhere. If you want to sell your cosmetic products in the UK, the PIF must be stored at the address of a UK-based Responsible Person.
